After years of struggle, superpower crimes in Devon have steadily decreased because the vigilantes are paid by the state and have the right to override the law.

Some superpowered vigilantes with ulterior motives have replaced superpower criminals and become a new unstable factor in the city.

The abolition of vigilante justice has gradually become the mainstream demand of the citizens.
